Don, interesting points that you bring up and I think we have seen first hand the harm that results when there is a lack of accountability. I just Googled Destiny Norton as I was not familiar with the story. I had not viewed Google news yet today.

There is a missing five year old child, Destiny Norton, in Salt Lake City. She went missing after going outside at 8:30 Sunday night following an alleged dispute with her parents. When you start determining who is responsible or accountable, who will it be?

Destiny- she went outside
Parents- let her go outside unsupervised
Law Enforcement- unprepared for assistance
Person of interest- wrong place wrong time or potential suspect
Previous jury- acquitted person of interest on previous crimes
NCMEC- no posting of disappearance or poster

The case has yet to be resolved.</description>
